
PROPOSAL FOR THE COMPETITION "City Council Contest of Erechim-RS" (2024)

The renovation and expansion of the Erechim City Council building adopt concepts and solutions aimed at respecting the existing modernist structure while creating a harmonious and transparent connection with the expanded annex. The democratic character inspired by the activity program was pivotal in shaping a project concept that begins in the public space.
The square, serving as the central organizing element of the proposal, addresses various project requirements, such as multifunctional space, visual and spatial permeability, and a landmark building. On a steeply sloped terrain, the continuity of the ramped street into the project allows the building's facade to transform into two distinct levels, enhancing access and enjoyment of the spaces.
Considering the guidelines to be met, challenges of occupancy, circulation, ventilation, and sunlight exposure were addressed through program distribution according to access levels, restrictions, and activity proximities. The proposal includes a single vertical circulation core and wet areas, optimizing the infrastructure of the complex and strengthening the connection between buildings. The existing elevator is maintained, enabling loading and unloading in storage and support areas.
The existing building houses administrative and support functions, with access tailored for staff and collaborators in these sectors. The annexed building features public service areas, assembly spaces, and areas designated for legislative activities. Reflecting an inviting and transparent space, the plenary auditorium opens onto the square, allowing for its area to expand through reconfiguration of the seating.
To address the large blind walls on the sides of the annexed building, the proposal includes a mezzanine extending from the lobby and memorial, improving ventilation in the upper spaces. On the top floor, where councilor offices are concentrated, natural ventilation and lighting are ensured through a light shed roof design, providing comfort and energy savings with morning light.
The front and rear facades act as corridors for light and wind, with the main facade protected by a perforated metal brise and the rear, facing southeast, designed with continuous glass panels. The extensive use of openings, slits, and glass addresses the public spirit of the building, as well as natural ventilation and lighting, cost-efficiency, and sustainability.
The proposal ensures that all spaces are accessible to the public and incorporates rainwater harvesting, a water reuse reservoir, and photovoltaic panels. The mixed construction system, utilizing ribbed slabs, on-site cast concrete slabs, and metal beams, combines robustness with lightness and practicality.
Aiming for feasibility and cost-efficiency, the project is divided into two phases: the annex and part of the vertical circulation core in the first phase, followed by the renovation of the existing building in the second. Through cohesion, cost-effectiveness, and harmonious spatial articulations, the proposal opens itself to the city as an invitation to embrace public life.
